General Rules and Regulations for Commercial and Contractor Activity

The General Rules and Regulations have been established to control commercial and contractor activity in the community. The Rules and Regulations are in two parts, one part in generic and applicable to all commercial and contractor entities. The second part contains additional unique requirements that apply to a specific trade or activity. Violators of the Rules and Regulations may be fined from a minimum of $100 up to and including revocation of decals and denial of future entry. Fines must be paid within two working days to avoid revocation of decals.

Part One
(Applicable to all)
1.     Vehicles-All commercial vehicles used to conduct business on The Landings are required to display the owner, operator or company name and telephone numbers on both sides of the vehicle and trailer if any used. The lettering and numbers must be at least two inches high. The markings may be painted or on magnetic material. (Effective September 1, 2006)
2.     Decals and Passes- All commercial vehicles must display a valid decal or daily commercial pass for entry to the community. A fee of $10.00 is required to transfer or replace a decal. The residue of the original decal is required to qualify for the $10.00 rate. If the residue is not available then the full fee will be required. Abuse of the guest pass system for entry is a violation of the Rules and Regulations.
3.     Damages- Commercial operators are liable for damage to roads, paths, utility infrastructure or landscaping on private or TLA owned property. Damaged areas must be restored to the original condition.
4.     Parking- Commercial vehicles must park on the job site property whenever possible. When street parking is necessary then it is restricted to one side of the street only. Do not block fire hydrants, mailboxes or driveways. Use of adjacent properties or medians for parking is prohibited. Vehicles and trailers may not be left in the community overnight.
5.     Conduct- Workers and tradesmen are expected to act professionally at all times. Rowdyism, foul language, loud entertainment systems, and littering are prohibited.
6.     Fire(s)- Warming fires, barrel fires or trash fires are not permitted in the community.
7.     Pets-Commercial operators may not bring pets into the community.
8.     Trash and Debris- Trash and landscape debris may not be dumped on common property or unimproved lots in the community.
9.     Soliciting- Door to door soliciting for business is prohibited.
10.     Work Hours- Commercial and contractor work hours are from 7 am to 7 pm, Monday through Friday, Saturday hours are 8 am to 5 pm. Exceptions for bona fide emergencies may be allowed. No work is permitted on New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving and Christmas.
11.     Traffic Control and Speed Limits- All drivers must obey the posted speed limit and other traffic control signs posted throughout the community. Drivers should be aware that the Savannah Chatham Metropolitan Police (SCMPD) are authorized to enforce the Uniform Rules of The Road on the roads of the community.
12.     Amenities- Use of the community amenities (clubs, pools, lagoons, trails and playgrounds are for the exclusive use of residents and their invited guests without exception.



General Rules and Regulations for Commercial and Contractor Activity
Part Two

Part Two of The Rules and Regulations apply specifically to certain types of activity or tradesmen performing work that is subject to the permit processes of The Landings Association.

1.     Permits- The Architectural Administrator issues permits for any work that modifies the exterior appearance, shape or size of any building, driveway or walkways. The vendor, tradesman or contractor is responsible for insuring the proper permit is posted before commencing any work. The contractor or vendor is subject to a fine or revocation of decal and denial of future entry if work is performed without an appropriate permit. Tree removal permits are issued by The Public Works Department of The Landings Association. The service provider or vendor must have the permit and any easements available on site during the work.(March 2009)
2.     Deposits- Monetary deposits are required for new construction, renovations, demolitions additions and remodeling activities. These activities are subject to plan approval for permitting by The Architectural Administrator or The Architectural Review Committee (ARC). This approval and permit is in addition to any specific permit required by Chatham County. Work performed without appropriate permit and deposit will subject the commercial entity to a fine or revocation of decal and denial of future entry.
3.     Landscape Design and Installation- Requires an approved plan and permit before any work can start. This applies to large scale redesign of existing landscape as well as any new construction projects. Blocking streets with landscape material is prohibited.
4.     Lawn Maintenance Providers- Blowing clippings and other debris into the streets, lagoons or down the storm drains is prohibited. All debris should be bagged and removed from the work area or stowed in homeowner’s service yard.
5.     Signs- The only signs permitted are those of the General Contractor for houses under construction or undergoing renovation, for sale signs and open house signs. All signs must meet the community color and size criteria for approval by The Architectural Administrator. The Association reserves the right to remove any unapproved or inappropriate signs.

Effective January 1, 2008, The Landings Association Commercial Vehicle Registration is:

•     $160 per year for vehicles with four tires (sedan, pick-up, or van)
•     $265 per year for vehicles with six tires
•     $370 per year for vehicles with more than six tires

The annual fee includes the barcode decal, which is required to use the automated gates. New barcodes will not be issued, as the current decal can be reactivated once the annual fee is paid. A fleet discount is available for those entities registering more than 10 vehicles. (Call 912/598-2520 for details.)

Decal transfers from one vehicle to another are $10, if the pieces of the old decal are returned. Please observe and obey all traffic controls and posted speed limits.
